Two ALS, mounted in large card folder, with protective cover. (2) 2pp, size 30cm x 18cm, watermark, in a good clear hand, signed by Kempthorne and conveying the opinion of the gunners to Mr Secretary Burchett. AJS: Kempthorne was instructed by the Lords Commissioners of the Admiralty to investigate the benefits or advantages of cured paper as against parchment cartridges for use in His Majesty's Navy. There is a detailed (24 lines) reply from the six gunners appointed to carry out the study, recommending cured paper cartridges for lodging powder in their chests, giving an example of a cartridge found to be in good state after eight months at sea in both the Mediterranean and Baltick. At the same time they were of the opnion that parchment cartridges were more effective in time of engaging the enemy at sea as they were easier to use. Kempthorne conveys his views on the above. NB: One point of note is that Secretary Burchett was Secretary to the Admiralty for over fifty years (1692-1742). He wrote two important works Memoirs of Transacations at Sea (1703) and A Complete History of the Most Remarkable Transactions at Sea (1720).
